The 76th Hunger Games
President Everdeen steps out onto the podium to address the nation. Below her, the applause and cheers are deafening, and peacekeepers barely manage to keep the crowd from getting too close to the stage. Photographers struggle to get close enough to get a picture of one of her rare appearances. Behind her, nearly out of sight, stand Peeta Mallark and their two children.
The President doesn't smile. She doesn't wave to the crowd. She only waits until the crowd is completely silent to speak.
"For too long, we have been forced to sacrifice twenty-four of our loved ones, our siblings, our children to seventy-five years of Hunger Games for the former capitol's entertainment. For too long, they have watched us struggle to survive from the comfort of their luxurious homes, placed bets on us like we weren't real people fighting for our lives, and punished us for crimes we had nothing to do with. Well, no more. In two days, a reaping will take place in the main city of the former capitol. Let's see how they like watching their children fight to the death. Let's see how they like being watched. Let the seventy-sixth hunger games begin!" Without another word, President Everdeen turns around and walks off the stage.
Behind her, the cheers and applause are deafening again. The citizens watching the live broadcast, the people of the former Capitol, are completely silent. No one in the crowds gathered outside to watch cheers. A few people in their homes cry. Though they weren't expected to be happy about it. The broadcast wasn't meant for them after all. It was meant for the thirteen districts. The winners of the rebellion.

13 years have passed since the epilogue at the end of Mockingjay.
Though she refused the position at first, Katniss Everdeen was eventually made President. The people of Panem refused to let anyone who wasn't a former victor of the Hunger Games take the position. District 12 was re-built, and became the new 'Capitol'.
The destruction from the attacks and bombings on the former Capitol during the rebellion made it impossible for them to keep living the way they had been before, especially because the freed districts stopped sending most of their resources to support them. The only district that they maintained a good relationship with was District 2, while all the other districts either cut off the former Capitol completely or sent them just enough to survive.
The former Capitol was rebuilt over time, and to keep themselves alive the citizens were forced to work. Most of their technology was taken from them, and spread throughout the 13 districts.
An arena was built above District 13 for the 76th Hunger Games.
