Yeah I haven't done much expansion on the world before but magic was common. Witches were treated kind of like how African Americans were in America during the Jim Crow Laws and the civil rights movement. There was a lot of discrimination and there weren't a lot of businesses own by witches. Rhys mentioned a tonic he used to take for his nicotine addiction. Things like that were generally socially excepted but no magic in public. Some states had stricter laws than others.

OH! So they are fully aware of them (albeit they discriminate against them, if they knew they were witches). They meaning the general plebs.

In so far as the lore states, I think only Witch Enchanters can make those, though what are the limits of those who can use them...? I've no idea.

Yes, only witch enchanters can create them but most humans can drink them so long as the witch doesn't...ya know, poison it.
