Bet if it's not the fact that I've eaten too many crayons in my lifetime or what, but I can't for the life of me figure out how to add to the Nrv, Prow, Agi, or CDR without item usage. I know I have to be missing something. I'm guessing I'm missing a really obvious page of something somewhere.

I got that, but looking at my class, I'd be getting 16 Vit starting at level 15, giving me points to split between my Health pool and Health poo recovery. What I can't understand is how I get more points in Agility to add dice, Prowess to add die faces, Nerve to add to my Power pool and Power pool recovery outside of using items.

Makes for a great health pool and recovery, but I don't know how to add to anything else is all.

Unless you're supposed to get points from each level up that can be added to things other than your base class, and that's what I think I'm missing.

Gotcha. Yes, you get 1 free point to spend anywhere you'd like at each level. So level 15 means 15 free points to put where you want.
 
Would it be possible for a player to get an item that only casts illusions, with no additional effect? Cause I have something in mind. mAgsYw1.jpg

So far as I got it, the earth's topside is sunblasted and ruined, you can't really survive there but you can travel. People live in vaults and bunkers, which are connected via networking.

So say a vault had a power issue for a time, could it have gotten disconnected before receiving repairs, and would that lead to a chance that happenstance could cause the people of said vault to follow a cultish behavior while waiting for repairs. I mean a bunker that was far isolated by distance too, one where waiting for travel from another vault could have taken up more than a month.

I ask because I'm looking for the best way to shoehorn in some religious drama to cause a whole vault to fall under this sway.

There would be room in the lore for that. It's vague enough to give the opportunities for occurrences like that to happen.
