I don't know about the "why". But since mostly everything happens in Italy, the ita dub felt more real to me. Italian dubs are actually really good. Except for Captain Tsubasa, which btw is known as Holly and Benji in Italy...

Italians love Lupin III, so I think Monkey Punch started airing it over there as a sort of reward for their fanbase being so loyal to the franchise. On a side note, Lupin III will finally be heading over to his ancestor's home country with the next season.

They have a lot of original songs for the openings, but I don't know about many fully original openings apart from the 2015 Lupin and Dragon Ball Z.

Yeah, you just select your region after downloading. Some places get a bad deal when it comes to the price of quartz.
