I'm struggling with this new character of mine. I think I'm trying to make him too much, but I also don't wan't to make him too simple. I've got a million concepts floating around my head, but I'm not sure which ones to use, or how to organize them. It may be a while before he's fleshed out enough to be a workable character

Just mix-and-match those concepts. The best kind of character is a character who's realistic — who contradicts themself, who can make their own decision, who have layers and layers of depth.
Indeed, primary NPCs SHOULD have depth. Flatness should best be reserved for the sub-NPCs. Momentary glances, and characters who aren't going to stick around for long.
