History:
The area once known as the kaliningrad oblast was inhabited by many germanic tribes that eventually when under threat from large raider group planning to kill,burn and loot the Kaliningrad Oblast so in response to this threat they united into the Kingdom of Prussia led by king Adolf Nerhum who defeated the raiders and defended the Kaliningrad Oblast valiantly but died in the process. In this period of uncertainty a young man Hermann Goebling yelled above the bickering tribe members and declared the Workers Revolution and everyone obeyed. And the Prussian SSR was formed.
The Prussian SSR hasen't done much except live on its own quietly defending off the occasional raider or tribe until Pomeranian Reich appeared. This evil fascist regime was ruled by fear and brute strength and they declared germans the master race (again) and sought to unite all the germans under the rule of the fuhrer. They declared war on the still young Prussian SSR. The war raged for 4 years and ended in the deaths of 2,000 people eventually the Volksarmee defeated the Pomeranian Forces in the Second Battle of Konigsberg and the Pomeranian Reich was annexed by the Prussian SSR. Then the Prussian SSR went back to work and continued to slowly expand.

(They don't have LIT SNIPER RIFLES they have cold war level weapons at best and only one in ten troops have a cold-war gun. most soldiers rely on either scavenged weapons,Improvised Fire Arms,Older guns and rifles and a few even rely on melee weapons like spears or swords)

Resources: Moderately Large amounts of coal and raw iron. And they have potatoes and plenty of non-radioactive land to grow it in.

Military: Der Volksarmee (The People's Army) Contains 1,500 Soldiers and can call upon 7,000 more as conscripts.Though poorly armed the Volksarmee is determined though determination usually doesn't beat superior fire power.However the soldiers are willing to die if needed to save the republic and save the people back home. And due to a lack of decent equipment,experienced leaders and veterans the soldiers have become resourceful meaning that sometimes they may just win.Led by Feldmarschell Hans Bergherhoff a decent but stingy leader but he keeps the army together so he is good enough for the job.The Maschinekarbiner Mk1 is the main weapon of the Volksarmee as the cheap semi-automatic weapon is easy to use and control plus it doubles as a handy bludgeon for beating someone's brains out. Though the Maschinekarbiner Mk 1 is the main weapon of the volksarmee only 1 in 10 uses it the others use older weapons like ww2 rifles etc or Improvised firearms like the popular "zip gun" which is easy to make and the ammo is widespread (and reusable).

That is ridiculous. Three men riding to Moscow and two to Rome all the way from Istanbul would never be feasible under post apocalyptic circumstances. They would get wrecked by a bandit group or mutants or even just by the environment itself.The Emperor knelt in the Hagia Sophia, head bowed in prayer in front of the Ecumenical Patriarch. Rising slowly, the Emperor looked the Patriarch in the eye. "It has come to my attention that Mutants are growing to be more of a problem. It is evident to me what I must do, and I believe you will agree." The Patriarch paused, waiting for the Emperor to continue. "I, Emperor Alexios Komnenos I, will attempt to reconcile Christianity in the face of these monsters." The Patriarch nodded his head, speaking in a deep, almost raspy voice. "Of course, My Emperor. I would recommend first sending envoys west, to Roma and the Vatican, as well as Moscow, the former head of the Orthodox Faith." The Patriarch paused, then.
"Let it be done."
Three days later, five men on horseback rode off - three heading north to Moscow, and two heading west to Rome. The next decision made by the Emperor was to send ships west to map out the coastlines that had been lost. @Kazami42Pat

FYI, the only "elite" in my branch is the Emperor's Guard of Aquitaine. Emperor's Guard isnt even an "army" but a guard who sworn to protect the leader.

I don't wanna be that guy... But I think we forgot to take in the fact that different languages exist and most of our nations have different languages, I mean I guess it could be assumed that the already sent out messengers were bilingual or something.
