The leadership of the Guardians of the Last City, the Vanguard coordinates the City's defenses, organising assaults on enemy strongholds, assassinations of high-profile targets, and the mentoring of newly-risen Guardians. The Vanguard itself is made up of elite Guardians, directly led by Commander Zavala of the Titans and Ikora Rey of the Warlocks. Auxiliary members include Saint-14 and Osiris, along with subordinates such as Shiro-4 and Shaw Han.

Formed from Red Legion and other Cabal forces Transitioned to Rapture, the Exiled Legion is housed at a fleet normally stationed at the Boundary. It is led by the self-proclaimed Primus Zhu'uac, who commands from the massive Fleet Carrier Astaroth Vae XI. A sizeable force in its own right, the Exiled Legion has powerful weapons and technology at its disposal, along with grizzled and veteran troops. It routinely stages raids on settlements on the Boundary, along with salvage missions to the various wrecks. It is currently at war with Covenant forces in Rapture

THE SYNCHRONOUS

"The flesh is weak."

A subdivision of the Machine Liberation Army that had awoken after millennia of dormancy, the Synchronous is an entirely robotic faction led by Commander Nihilon. Comprised of brutally efficient self-replicating mechanisms of war, the Synchronous has a xenocidal hatred of all organic life and seeks to exterminate all life in the universe. It believes that organic life would eventually lead to more beings like the Progenitors, and aims to prevent such a thing from happening by simply removing the cause.

Created by the Progenitors as a last-ditch effort to combat the overwhelming MLA, the Legion is a robotic faction comprised entirely of war machines like the Synchronous, led by Commander Orpheus. While the Synchronous aims to exterminate all life in the cosmos, the Legion seeks to preserve it. Programmed with the original directive of destroying the MLA, it seeks to destroy its ancient enemy and prevent any more harm to organic life.

UNSC (United Nations Space Command)

The United Nations Space Command (UNSC) is the military, exploratory, and scientific agency of the Unified Earth Government (UEG) and has acted as the emergency governing body of the human race at large for a time. The UNSC was formed in the 22nd century, a time when remnants of old cultural ideologies clashed for supremacy in the Sol System. The UNSC served mainly as overseer of United Nations military operations in space. After initiating massive militarization propaganda throughout its off-world colonies, through the UNSC, the UN defeated Frieden and Koslovic insurgent forces in a conflict known as the Interplanetary War, which consisted of several side-battles that took place on Mars, the Jovian Moons, and the South American rainforests. Although the Interplanetary War brought a great deal of suffering to both the colonial population and the residents of Earth, it also united most of humanity's military forces by the end of the 22nd century. The large Faction has over 700 Space-Vessels to its' name, And is Capable of Land, Air, Sea, and Space-based Combat.

Frontier Militia

The Militia is a resistance group made of homesteaders, criminals, and freedom fighters. Facing IMC oppression, frontier citizens have formed brigades of "freedom fighters" and "citizen soldiers", literally fighting for their home and safety. Due to the dire nature of the frontier war, many in the militia have accepted the fact that working with criminals and terrorists is an inescapable part of their predicament. Accordingly, much of the frontier is made of criminal groups and private military groups unified towards ending IMC oppression. A standing Frontier Systems Territorial Defense Pact exists which governs the militia and requires mutual protection of foreign territories.

The Covenant

The Covenant is an alliance of alien species originally founded by the San’Shyuum (Prophets) and the Sangheili (Elites) in the hopes of securing more knowledge of their gods, the Forerunners. Over time, the Covenant has added several species which have acted as fully-integrated members within the empire. These include the Lekgolo (Hunters), the Yanme’e (Drones), the Kig-Yar (Jackals and Skirmishers), the Unggoy (Grunts), and the Jiralhanae (Brutes).

Central to the Covenant’s ultimate goal was the discovery of Halo, an array of incredible and ancient ringworlds which when activated was believed to be a means of divine sublimation. In reality, the Halo Array was eventually revealed to be a weapon of mass destruction. For long periods of time, the Covenant scoured the galaxy for Halo, finding many lost Forerunner installations and relics along the way. However, when they encountered humans they began finding cracks in their theological moorings. The discovery of humanity threatened the nature of the Covenant at such a foundational level that the San’Shyuum declared humanity a disease that must be cleansed, and embarked on an attempt to wipe out the species from the galaxy. The Covenant will take their chances and do anything to stop their enemies.

The IMC, formerly called Hammond Engineering, is a massive industrial conglomerate based on Earth. their methods, and methodology lead them to inflict great harm in their amoral pursuit of profit, Especially against the Frontier Militia.​

A Fallen mob boss and leader of his crime syndicate House of Spider, the Spider is a powerful but ruthless ally of the Last City. He asserts much influence over the Tangled Belt and acts the only one regulating law within the location, in the loosest definition. The Spider values profit above all else, and will go to great lengths to ensure a good return on his investments. Though the Spider can be very ruthless on how he runs his criminal enterprise, the mob boss has shown a capacity for generosity and a reasonable nature. Instead of just hoarding all the profits and leave next to nothing for his employees, he ensure his workforce is paid what they earned, far more generous than a contemporary Fallen Kell, Archon or Baron. Highly fascinated by human culture, the Spider enjoys collecting human artwork and relics, along with collecting trophies from slain enemies.

A recently-resurrected Lightbearer, the Crow serves as the Spider's enforcer on the Tangled Belt in order to repay a debt. Without any memories, like most Guardians, the Crow is not fully aware of his past except the fact that other Guardians seem to hate him for who he was. This is because he is actually the Forsaken Prince Uldren Sov of the Reef and the man who killed former Hunter Vanguard Cayde-6. He is accompanied by his Ghost Glint, who resurrected him and now serves as a loyal companion. Soft-spoken and reserved, Crow prefers to keep to himself. He is also eager to make a name for himself in order to prove that he is a good person worthy of the Light.

A former Val within the Red Legion's elite Blood Guard division, following the Red War's conclusion and subsequent conflicts, most of the Blood Guard was wiped out by Guardian forces. Zhu'uac was one of the last surviving ranking officers within the unit, and he feared that it would only be a matter of time until he became the target of a Vanguard Strike. However, the Transition to Rapture came before that, taking both him, his fleet, and several thousand Cabal warriors from various legions including those who were in the system even before the arrival of the Red Legion. As the highest-ranking officer in the lost legion, Zhu'uac gave himself an emergency promotion to Primus, the highest rank within the Cabal military before Dominus. Organising his new unit into the Exiled Legion, Primus Zhu'uac has dreams of conquest, and in recent times has been warring with the Covenant. Zhu'uac is a Colossus, and wields a massive Heavy Slug Thrower in combat.​

SKULL ISLAND

Located on a southwestern island chain in the Southern Ocean, Skull Island is considered an important location regarding active titanojinka activity. The island is home to roughly 35% of all gijinka specimens currently known, most being seen nowhere else on Exodus, as well as housing a menagerie of non-gijinkaforms of unique flora and fauna. This includes its most famous guardian - King Makata Kong - who claims to be the ruler of the Island and governs it with a firm fist.

Like it's namesake, the island is shaped coincidentally like a human skull when seen from above - hence the name. Alternatively, this name is also in reference to the harsh ecosystem and dangerous megafauna that often results in the deaths of nearly 90% of all travelers who step foot upon its shores. Surrounding the island is a colossal storm cell, which has enabled its concealment from the outside world and, for the longest time, prevented most expeditions from returning successfully. Only through recent developments has a human research facility been finally planted upon the island, which secretly monitor and research the titans from an undisclosed location.

Skull Island is also situated atop a major emergence point for huge hollow pockets underground, connecting this island amongst other islands and landmasses. These long cavernous tunnels lead deep into the planet's mantle and branch out across undisclosed locations. They are most commonly utilized as underground highways for titans to travel from one landmass to another. However, in some places, instead of leading into the planet's belching molten core, inter-dimensional rifts seamlessly bridge the Exodus realm to a lively cavernous underhive in Disporia. This place is known as the "Hollow Realm" - an ecosystem rich with life that's perfect for giant megafauna and titanojinka life forms to call home. The only reason invasions to Exodus do not happen on the regular is due in part to the lack of creatures capable of reaching the giant gaps in the ceiling leading to the alternate world.

King Kong and other allied titanojinkas on Skull Island guard these entrances to prevent the outburst of invaders from the other side, such as the ferocious and bloodthirsty Skullcrawlers and the dangerous parasites known as MUTOS.

Commander Miranda Keyes, born Miranda Halsey (service number 15972-19891-MK), was the daughter of the late Captain Jacob Keyes and Doctor Catherine Halsey. Miranda quickly ascended through the ranks of the UNSC Navy and served as the commanding officer of both the UNSC In Amber Clad as well as the UNSC Forward Unto Dawn during the final months of the Human-Covenant War.

Captain Jacob Keyes (service number 01928-19912-JK) was a commanding officer and one of the most brilliant tacticians in the UNSC Navy. He commanded great respect as a highly-skilled strategist and inspirational leader to those under his command. His many decorations, thirty-five years of combat experience against the Covenant and Insurrectionists, and ability to keep a secret made him an almost natural choice to command the UNSC Pillar of Autumn and its secret cargo.
He was renowned as a war hero for his development of the Keyes Loop tactic, and leading the Battle of Installation 04: the Halo Event.

Sergeant Major Avery Junior Johnson (SN: 48789-20114-AJ) was a senior non-commissioned officer of the UNSC Marine Corps who served during in the fight against the Insurrection and the Human-Covenant War. Johnson was a highly trained marine, who also served with various units of the Naval Special Warfare Command, most notably the highly classified ORION Project, the UNSC's first super-soldier program. The ORION Project not only gave him the Ability to scramble his nervous system, But also the Immunity to the Flood.


Doctor Catherine Halsey

Doctor Catherine Elizabeth Halsey, (Civilian Consultant 409871, phonetically identified as "Charlie Hotel"), is a key scientific adviser of the Office of Naval Intelligence, best known for her work with the SPARTAN-II program, developing and creating smart AIs such as Cortana, and for overseeing the development of the MJOLNIR Powered Assault Armor. She served as a scientific adviser for ONI from 2515 to 2522, when she was made chief scientist, a position she held until the end of the Human-Covenant War.​

Built before the Great War of 2077, He was left in the Pentagon to rust with time. In 2277, The Brotherhood discovered Liberty Prime still standing but had Power problems along with him. The Brotherhood soon reactivates Liberty Prime and they send him to fight the Enclave. The Enclave, however, Had a plan to destroy Liberty Prime and put the Brotherhood on Its last knee. They were successfully able to destroy Liberty Prime with missile strikes which resulted in his destruction in Fallout 3: Broken Steel.
In Fallout 4, Liberty Prime is successfully rebuilt and even better than before. The Brotherhood once more sent him to destroy a place known as the 'Institute', Which they did successfully. He now serves to Protect the Boston Airport.
