The Pun Tyrant
I can think of a few different potential reasons: 1.There are ethical and religious implications to the power over life and death. As such, there may be some “territories” where the genie just doesn’t have the power/authority to interfere with, or it could be something considered so wrong even whatever magic forces them into servitude can’t make them comply.
2. It’s possible that, rather than the genies or wishers lacking the power or authority, the spell which binds the genies may simply be designed by someone who didn’t want them violating what the rules forbid.
3.Maybe there isn’t a reason and the author just wanted to have to avoid to answer certain difficult questions, seem too gross or make some problems too easy to solve, or just needed some extra “fluff” rules to make the rule that’s essential for the story seem less arbitrarily placed.
