Point System
This is an informal system, I want to be very clear about that. It is intended only for Meta purposes, and has no real reflection on stats, save for one; if two characters match powers, the higher point power is likely to win. Two points of laser vision will likely hurt one point of toughness. Two points in super strength will probably put a dent in two points of armoured skin. Two points in telekinesis will likely somehow be able to thwart one point in aquakinesis. HOWEVER! As this is an informal system, I'm sure there will be situations where a character is weak, or their powers are boosted by adrenaline, or yadda yadda yadda. Basically, the points are a kind of loose reference, and I leave it up to you, trusted players, to use them in conjunction with context to sort it out amongst yerselves. It is veeeeery unlikely I will step in at an administrative level unless a headbutting session gets really out of hand, and I am totally open to people lawyering the rules a little. Hell, if people want me to change the point total, we'll do it! Abolish the point system, we'll do it! Give handguns to monkies, I'm not sure what good it would do, but we'll do it!

The Year is 2037. Enter November City, a vast American metropolis spanning 4,620 Square Kilometres along the west coast with a population rivalling that of California. Built between 2019 and 2030, what started out as a brilliant leap forward in urban expansion quickly fell short thanks to a recession, and an increasing lack of private investment. The city is a roadmap of its own failure, the downtown district built using cutting edge architectural designs, engineering, and materials. The decadence fades quickly though, and outside of those few hundred square kilometres of luxury, and the slightly larger expanse of mid-town, the city is an endless slum. Some of the richest individuals currently living in November are the ones who own large sections of run-down housing projects, poorly built retail and office space, derelict industrial property. People living downtown don't have to deal with the rolling brown and blackouts, don't have to deal with the near constant water restriction. They pay for private, paramilitary security firms to protect them, while the underfunded and understaffed police department protects only itself, and those few businesses and individuals able to donate regularly. Corruption and crime are everywhere. Povery is rife, and the desperation is so thick you can taste it in the air. Gangs and thugs rule the streets, while more organized criminal organizations control mid-town. Only the most powerful criminals are known to live and operate in Downtown, and even they are mindful of its rules.
Mid-town is where the narrow middle class lives, and high ranking gang members. Most of the buildings are in decent condition, and most residents can affort luxuries; a vehicle, a supplemental generator, nice clothes, jewellery, internet and phone service. After mid-town is the sprawl, comprising 75% of the total city. Buildings in various states of disrepair, streets controlled by gangs and loners, a tentative kind of anarchy. Businesses are like police stations, police stations are like fortresses, and homes are often equipped with slap-dash barricades, barred windows, and a small, home armoury. Businesses often hire out to local thugs, paying protection money to either the gangs or the police, returning to their homes in mid-town at the end of the day. Everyone else lives in the sprawl, which comprises 75% of the city. Buildings in varying states of decay and disrepair, streets ruled by crime, filled with junkies and drunks and the unemployed. Public transit, public utilities, public services, nothing works reliably most days, much less in an emergency. The only thing in abundance is low-quality housing, stacked high into the sky.
