Hmm.... Uchiha in kumogakure after the fourth Great War? Curious. Anyways going over different Kumo ninja ideas and looking up some info.

Funnily enough, the only things I'm not well acquainted with are all under "Shinobi Information". Like, I understand the basics of chakra (although not sure how control is applied) but this kekkai genkai senpai stuff has me stumped. I've only recently gotten into naruto so I don't know a whole lot. :3

Kekkei Genkai This link will help you with Kekkei Genkai, if you looking to have one for your character as it isn't required. On Chakra control is meaning how much control you have on it, 1:be none at all, and 10: being full control most jounin fall around 7-8 and genin fluctuate around 4-6. If you have any other questions I am willing to help you learn.

Control of chakra is likely just a written stat to show on a scale between 1-10 of how well your ocs chakra control would be. If that helps. Rank variance could depend on choice of Red
As for Kekkei genkai it depends on what you mean. The types of bloodlines techniques available for use in kumogakure or within reason or the doujutsu KG mentioned in the CS?

what is the acceptable power scale for this Rp? I don't wish to enter the OP region and OP also can vary from one persons opinion to the next in some less obvious cases. But due to the mention of that Otosuki clan doujutsu I am now wondering what exactly would be the power scale here? I've got a number of ideas for ocs and since we are in kumogakure it eliminates a bunch for me and my list of ic ideas. I am considering one that could fit into Kumo, yet would rather find out details first as not to enter the OP zone for this Rp and also waste time on said character. He's also just a working idea, not settled on yet but hes the best I have for a Kumo Nin right now. Early stages and all.

While seeing the fourth great ninja unified the nations you can use any character idea as ninjas have moved around, like my jounin seems like he would work better in the Konaha village yet he originates from the Kumo village. Just for reference don't go above 8 in either chakra control and level.

Haha, you just made my character creation process more difficult with that allowance. I also just have that sort of thought process, automatically using nations as way to eliminate OC ideas and keeping it real with what you'd see in that villages region.
My OC I've been thinking of for awhile now is best served as a sunagakure Nin even though magnet release is known to a Kumo Nin, the main use my character would use it for replicates the Third Kazekage and his iron sand, while adding to it. Though I might infuse a bit of Toroi's version of magnet release too. Since we were going to enter Kumo as our base village I eliminated him from my list of options. But now..... I'm too tempted, so I'll likely bypass my thought process and do as you mentioned since they United. If it's deemed acceptable I'll have him be a descendant of the third kazekage and perhaps his mother is from Kumo? Idk. But somehow connecting him to the third is my plan for this to work and make sense.
Ignore my rambling just thinking and sharing aloud now... Good to know though. I don't intentionally intend reach Naruto & Sasuke level, but still powerful in his own right so staying 8 and lower is fine with me for chakra level and control.
