If there's really anyone to blame. It's Hanbungetsu, for being rude way back in the 3rd arc. You see the award Han got in the overview? This is what happens. What Hanbungetsu did, sent ripples all across the ninja world that caused this. Now Han gets to have Chiaki? If you ask me, that's not fair.
