He can create them into memories/projections of a historical event, pull people out of the lifestream that get trapped, move between the worlds freely....Likely versed in the areas at least. He uses magic based but has been involved in Magi-tech/Tech based ones with things like the Omega weapon (Advaned AI war drone that pretty much constantly improved via combat and made simulations to create its own ultimate opponent to further improve within a Datascape that pulled information from other worlds. TLDR Squares excuse to put other final fantasy bosses into the game such as Chaos, Exdeath, Kefka etc as boss fights) from a People he was part of for a time. He was effectively feeding energy/magic into it to track the resistance or path it takes now he has some time to study it while others are exploring the hallway to make sure nothing thats going to mess with him.

But yeah, Leon is bound to think she's a Pokemon once she starts copying their moves.

There was an episode around it. If I remember correctly the Togepi was playing Ash and his friends as well as team rocket. But the last time I saw it was years ago so that may be a figment of my imagination.
