Yeah, that guard seems way too lax for the cells to be open. Plus Shining Wizard never said they were open.I'm pretty sure the cell doors are locked still?

I have a idea for a emitter quirk similar to the boomerang quirk,NeonFlow Yeah always accepting.
A underrated villain if you ask me. Way more interesting then deadshot aha
I applaud your honest and correct critique.NeonFlow Deadshot's a better dad though.
Also 20 word limit etc. and more to the point why even tack on "boomerang energy" to something that amounts to Bullseye's gimmick? Like, I like the vigilante angle, but everything from concept to name to basic grammar just tells me you wrote this in five minutes. I... Can't say I'm really a fan?
On answering your first question, I was initially prepared to straight up say 'yes' then promptly started typing my explanation on how his Quirk copies Mutations by drawing the physical differences between their (Max and the person he's copying) bodies before producing additional cells to make up for the extra whatevers he's going to form.eight So how does 10% power even work with mutations? Like, if he copies a guy with a third arm, does he just get a freaky little stump to wiggle around or what? What metrics does "10% power" cover, specifically?
oof yeah about that, uh, the energy thing isn't actually for opening her mouth, it's for keeping it kinda shut. I couldn't add it in but the drawback for the elastic spine thingy is that automatically, it's bended (like the back bend in gymnastics) so she basically needs to manually keep it straight so yeah, you get the pointlabyrinthine Yeah that'll do, though I still question why it takes such massive amounts of energy to open her mouth.
