But I though souls turned into mana when a monster got slayed? Is there something specifically stopping mortals from being affected?
Also, what about gods/demigod souls? They must be worth something.

No no no. The souls turn to mana if you offer them to the gods (or their domain if the god is dead). Thats what stops the exchange the gods wont accept mortal souls. Demi-gods even more so. Its a part of the parameters put up by Thenon a long time ago.

So what if I offered a mortal soul to a domain? Would that work?
Also, we talked about how the stamina part of Primal Surge wasn't particularly helpful as it only lasts a minute or so. Can I assume that this also regenerates my stamina back to full so that I'm not instantly exhausted after it ends, or do you want to keep that as is?

No. The gods built the domains. To clarify. No offering human souls period. Otherwise murder would run rampant as people need more power to survive the coming apocalypse.
And no. During a primal surge your stamina is limitless, but one is tired out after using it. Thats to prevent people from just raging forever. (It wears off and you immedieatly activate it again.) though stamina boosting enchantments will speed up the recover between bursts.

Its a very large island (about the size of New Jersey.) however it is only seperated from the mainland by a 200ft wide canyon with a single bridge to a single gate in a wall that encompasses the island.
The island is full of white marble and to the west one can see the world scar. (A several mile wide gash in the continent created by the force of the blow Akuma dealt to Thenon.) the buildings are build of that same white marble mined from the island with A lot of silver embroidery on the buildings themselves.
Its kinda shaped like a pear. With one outer wall, that encompasses the city, and a second wall that encompasses the palace. There is a port that leads to an underground harbor. These boats can fish in the shallow waters of the world scar so long as they are accompanied by a navy solder for ever 3 civilians. (The monsters here are relatively weak and there is insane amounts of fish.)
The palace itself is a massive circular building with a wing branching off in each of the cardinal directions. (North wing, south wing, east wing, and west wing.) each wing has a tower at the end that is tall enough to overlook the city above the wall. There guards are posted day and night to watch the city and skies with A series of telescopes. In the towers are also the Mage Cannons. Pieces of ancient technology that can burn up magic items and create pure mana projectiles out of the concentration of mana. Then we have the circular section which is where the queen and her Family live along with the grand hall, the throne room and most of the other parts. (The palace alone is nearly the size of a town.) the open land between the wings are the servants quarters (Northeastern Land), the Royal garden (Northwestern land), the Beastiary (Southeastern land) [Tomas, the princess, and Amara are here]. And the Tournament/training grounds. (Southwestern land.)
