Apparently the Welsh only claimed to have less-than-Platonic relations with sheep. The English were the actual shaggers, and therefore a less severe penalty was associated with sheepshagging compared to sheep stealing. When a Welshman was found stealing a sheep, he'd say he would be going to, ahem, enjoy himself with it, instead of saying he stole it.
