Well considering HOT never had a city pick... I can't really help much there. As for the Cyverse on the other hand... I think I have a reference image.

Inhabitants of the Cyverse are both human and NPCs. Also as of now there isn't really anything done when someone is killed in the Cyverse.... for now.
