There have been a few characters from Japanese animated games. Such as from FFVI as you saw, and from Earthbound, Tales of Symphonia, and Toukiden 2. I'm just saying what has been allowed so far, so if there are any caveats to that I'm not the one to be answering that.

Yes Final fantasy characters are allowed and I was thinking of having Sephiroth being an antagonist against the group. I also wanna go to the world of Final fantasy because Luffy would love it and the food.
