Harvey chuckled and shook his head, "No, ladies. I never said anything about playing your little games with you," he smirked and took a step backwards and smoothed his suit, "I've got a plan and my business in there is finished. Say 'hi' to my men though if it makes you happy... it would certainly make them happy. Knowing Penguin it's their last night." he smirked and cast a glance back at the Iceberg Lounge before the sound of a van became audible and he glanced back towards the street just as headlights split through the darkness.
"I'll be back for the bird though, so try not to have too much fun with him." Two-Face growled as final acknowledgement to the two women before him.
"You finished in there boss?" the driver asked as Harvey slid into the passenger seat ignoring Quinn and Ivy now that he deemed their business together finished.
He nodded and the driver applied a heavy foot to the gas pedal and the tires squealed for a loud second before the van surged forward, "I've got more than enough of what I needed," Dent replied easing back into his chair, "Take me to the GCPD."

"Ah, good man. So clever. You've heard about Gotham's favourite iceman? Perhaps, messing with his cybernetics is the way to go, but the only way to truly bait him and have him begging on his knees to cooperate is his favourite little popsicle." Penguin chortled. He noted the men leaving the building and frowned, "I do hope that you'll be sending more men out... Victor is not a man to send less than your best to meet. He tends to have a frosty demeanor."
He noted the reappearance of Quinn and Ivy and pursed his lips, he really didn't have time for this. While he wanted to topple and claim Joker's crumbling empire, he didn't want to play along with whatever madness Harley and Pamela wanted and their games. He had things to do and these things had to be done in a timely manner, and as far as he was concerned he wanted Mr. Freeze first before he set his eyes on what the clown had staked in Gotham.
"Where's the good old clown prince of crime?" he called down to Harley, "Your poor old man hasn't gotten sick has he? Nobody's seen him since Bats up and left... didn't run off together now did they?" he reached for his umbrella never too far from his hand and twirled it distractedly.
"I'm going to give you and Isley one chance to leave my establishment or I'll stick a bullet straight through your head. Get out!" Oswald shouted raising the umbrella to the appropriate height and aiming it at Harley's head.

With Batman's absence, it had been easy to obtain the resources and the facilities that he needed. This had happened immediately after the first whispers, during the first few days when criminals across the city completed their business with baited breath waiting for that night to be the one where Batman reemerged by delivering some swift hits and hauling them to Blackgate or Arkham. Fries knew that the detective wasn't one to take very much vacation time and he suspected that if the absence from Gotham was intentional that Batman would at least try to enlist someone to fill his shoes. All he had seen was the GCPD stretched to its limit trying to control the rotting city and a few of Batman's allies still trying to hold Gotham but clearly out of their league
Victor doubted that Batman would have left the city like this willingly, so he had used this opportunity to begin what needed to be done. The first few days he had found his supplies and his facility and since then he had been hard at work attempting to discover what made Nora's disease curable.
"I'm going to find a cure... I have to." he murmured brushing his hand over the display case. She still looked so angelic, so beautiful, she was everything.
