So I actually realized another secluded agent that Seer would notice: the one that is sitting pretty in a drop pod right now. Seer would TOTALLY go for that. They are, in fact, the PERFECT candidate for capture/allying. If they can convince him that they are friendly to him, they just might get him on their side.
From a "player-knowledge" point of view, though, the UNSC has his sister. If he finds his sis... Let's just say, they will have him then and there.
