lol, sure. But when Servants go from feeling absolutely nothing to feeling something within a span of x4, it gets a bit hard to guess at tolerance. Especially since Saber's endurance is higher than Rider's

I never said it'd hurt Saber in any capacity, tho. But it's also a matter of degrees. Someone giving you a gentle punch to the shoulder is a far cry from someone putting their whole weight behind an uppercut to the jaw, right? Not all attacks are equal in power. Vita didn't even outright attack Rider, she used her mobility skill that just so happened to also hit Rider since Rider was right there. She did, however, get really really hot when Saber was touching her. So if that's enough to cause him pain, that's up to you. But it's entirely different as in one instance she wasn't even trying to hurt a servant, in the other she was.

It's a fire that can go from 'lol it's a candle that I can pinch out of existence' to 'I'm a covenant CCS-class cruiser lobbing homing plasma torpedoes at you', of course it's inconsistent
