Eh, it's more Isaveil's choice than Nimue's. Her plan is to just cause a deluge and use the water to attack everyone simultaneously so you can ally with who you want. I honestly can't see them allying with anyone for the above reason though.

She wasn't planning on drowning them tho. least not in that sense. She was going to have all the converge on the enemies and have it crush the enemies, much like getting smothered by something. The water will also sharpen and cut into the targets magic restance... oh, and their flesh. (so ya, I guess you can call that drowning.)
You know those coffins with all the spikes thing that you see in horror movies? Basically that's the intended effect.
If i wanted to drown you all i would have just caused a magic tsunami to crush everything from the nearby ocean... but that would just be silly.
