After getting your food you can choose to join in on any of the conversations by joining their table. Some will continue if you don't immediately join them, others will end and their participants move on.
Play your cards right and you can make allies (or at least have people who won't shoot you in the back), get valuable information (look for what conversations contradict or confirm and who says what), and make it through dinner without getting murdered (violence in the cafeteria is discouraged).

And "far less than ethical science things happening" is my middle name ((dont quote me on that though xD)) as long as it's like interesting and/or not completely deadly to said character

"Morty" became a Ghoul after he fled into a radstorm after an encounter with a certain Courier made him staying in New Vegas not a thing that could happen. His claim regarding whether or not the food contained Human and basic level knowledge of food preparation is what little is left of his former personality after he became one of the first "involuntary volunteers" for an individual with the last name Miller's experiments.
He had a hat if that helps.
