Too OP and complicated.
How do you mean? Like why do people not play comic characters?
Yup. I was thinking of the DCU. Marvel's a bit better, but still, some iterations of Spiderman can do some crazy things. That is a very broad and in many cases inaccurate generalization. Unless we're talking about DC characters.
Not only that, but not many people seem to want to interact with Marvel Comic Verse Characters.

Comics have winding stories that span in many different directions, issues, and sometimes even across people. There are what-if comics, reboots, and one-shots that turn things on their head. Unlike say an anime, movie, or TV show that has 1 story, comics are not too linear. I get that comic superheroes are cool and all, but it'd be a nightmare RP-wise. Don't forget you're trying to turn a comic into an RP. There are going to be issues to overcome cause they're different formats. One of them happens to be what iteration you'll use of certain heroes and what the accepted story-line will be. Dropping due to complexity is already a big problem. Throw in complicated lore and you're asking for trouble. The thing about comics is you ACTUALLY have to pay attention to the lore to do it right. there's not much you can glaze your eyes over and still be okay.
If I might ask which characters are you specifically wanting to play?
just The Incredible Hulk.
Well I wouldn't think that would be a hard character to play as he is in a lot of the more main stream media.
What problems are you running into exactly?

Mainly apathy.
On your end or your partners end? As I said the incredible hulk is a fairly well known marvel character and even if you're not exactly playing the movie version I don't think it should be too hard to get people interested in roleplaying with that character - especially in 1x1s.
In groups well I don't know how many of those are marvel specific but you could make your own marvel group if there aren't any and I don't see why you couldn't get some players especially if you stick to some kind of Avengers storyline which more people will be more familiar with.
Specifically on my partners end. It typically goes like this: I ask them if they'd like to rp, we start plotting, everything is well. They ask me to post the starter, I do. Then they never reply.
