I guess since quirks are a next step in human evolution, people with quirks that made them weaker, had lower chances of reproduction and, in consequence, they couldn't pass their genes on, so they've died out.

That was Strength, an enemy stand user (stands are those monsters/things that the heroes could summon, like Jotaro's Star Platinum.) Strength's stand was that entire boat.
The weird shit Strength did (before dying by the hands of STAAAR PRATNUM) were what makes the show JoJo's Bizarre Adventure.
