Just got this notice, but think you tagged the wrong Comet my friend.cxAs it stands, that personality is a Gary Stu. You are in desperate need to add serious flaws.
In that backstory, you're telling me that this peace-loving, adult-resorting kid was strong enough to quickly win a free for all or worse even, a fight were people ganged up on him? And later he could do this against quirked people without even using his quirk? You're really breaking my suspension of disbelief there buddy.
Mixed martial arts as a skill isn't too big a deal, but it does have a few problems. First, if he was that strong in the backstory then he'd have no reason to learn them and this doesn't seem like the type who'd just go and do it. In fact there is no mention of him learning martial arts in the backstory. Next specifically mixed martial arts is a bit of an issue. That a kid this young would know multiple martial arts well enough to mix them is a bit too much of a stretch.
The quirk seems to imply some form of venom, but there is no mention of a power like that. So does it have any kind of effect like that?
Then again, the quirk is already too versatile. It simply does too many things, and the weaknesses are really not significant enough to justify it. It could be that the individual effects are so poorly performed that variety becomes almost meaningless, but I doubt that's the idea you were going for (which was to quirk-copy-cat venom I imagine, a bit like Comet on page 1)

I just got home and I am way too tired to do anything else today, so I just got a quick peek (I'll review the rest of this when I wake up tomorrow), but this quirk, while conceptually speaking it isn't overwhelmingly powerful and could be balanced, the current way it is done is far too variable and vague, not to mention allowing for potentially infinite instant regeneration, and is somehow already improved past the one significant weakness it had.Quirk: Flesh Virus- (This is NOT an infection/virus quirk. The name is purely because it sounds cool.) Setsuo can manipulate his skin to create various organic structures. These structures MUST come out of Setsuo or his costume (seeing as how it's made out of his cells.)
These structures are often made out of flesh, bone and muscle, and can be formed in seconds, given the structure isn't too complex. The structures can be broken, just like a body part, through Setsuo has gotten better at designing them to be more durable. He can also use this Quirk to change parts of his body, mostly his feet and hands though.
The backstory seemed standard at first, however I don't know about the bank robbery thing. First off, you'd probably be yelled at after it, as ironic as it might sound. Most heroes would probably say "Don't be a hero!" Second, your character is a kid, so fighting a villain, even if petty and beating them seems highly unlikely.Background: Setsuo wasn't born out of some high ranking hero marriage, or anyone along those lines. Setsuo was born into a working class family, under a loving mother and deadbeat dad who soon divorced. The divorce didn't have too much of an effect on Setsuo's psyche, seeing as how at the time he was only just about two years old. His life was as normal as it could be for the next two years until he would develop his Quirk. An Emitter type that could create structures out of the users body made out of organic mass. Sure it sounds complex, and in the hands of a professional it would be something to be feared, but Setsuo was only a child, and he didn't have a clue how to use it. For the rest of his life, he'd go on thinking that that's all it'd be, something he would never learn how to use, until he had a small run in with a small time crook. Standard villain, with a standard enough Quirk, seemed to be able to corrode whatever he touched using some sort of acid. He was in a bank at the time, typical place for a criminal to show up, and he had already taken someone hostage, demanding some amount of money in order for his hostage to keep their face intact. The situation wasn't changing, and instead of waiting for a professional hero, Setsuo acted, using his quirk to make a long, fleshy whip with a stinger at the end of it, he took the crooks hand and pinned him to the ground, mere seconds before a professional hero would arrive. Since that day, he's held himself in high self esteem, working hard to train his quirk and his body to become a pro hero.
You need to describe the durability, how much damage can this take before breaking?Setsuo has gotten better at designing them to be more durable.

Personality: Setsuo can easily be described as an "Annoying bundle of energy", always on the move through-out the dorms and only really stopping for about 30-45 minutes at a time before taking off again. Setsuo tends to act on impulse, and rarely thinks of the consequences of his actions, though he has enough common sense not to act out of malice or spite. He enjoys making friends, and does so quite easily, always smiling and just generally being a nice person. He's a very caring person, and'll tend to stop everything he's doing the moment he notices someone who's struggling or having a problem. He also has a tendency to get involved in other people's problems, and when confronted about this he'll answer honestly. (Sorry if it's a bit basic, I've never really been good at describing personalities.)
Fears: The ocean, Jellyfish, isopods, drowning.

Setsuo's costume is designed to act as both a conduit for his quirk, and as well as a pseudo aid, clogging up any bleeding wounds that Setsuo is inflicted with. His costume cannot however, heal more than three wounds, and it will often go for the first three wounds inflicted. An example of this would be, if Setsuo were to be stabbed wearing his costume four times, the costume would only take care of the first wounds.

Alright. But be sure to read the reviews carefully. You've been missing a lot of points in your supposed edits.Appreciate it dude. I've been reworking a lot of Setsuo's sheet, seeing as how I was generally unhappy with it. Hopefully I'll be able to post it soon.
While I can see some changes here, this does not help the core problems I pointed out last time at all.This quirk allows Enton to mutate parts of his body into the parts of a dinosaur that he focuses on. It takes him three minutes of focus for the appendage to mutate. After the part mutates, he has to focus to get it to return to normal. He can mutate multiple parts of the same dinosaur, but this requires 10 minutes of complete, unbroken concentration, and only lasts for 3. Enton can only choose 3 dinos a year to mutate into by focusing on those 3 dinosaurs as the year changes. The upsides and downsides to this quirk vary between mutation.

They don't appear because someone had a weird dream nor anything even slightly related, unless maybe the quirk has something to do with dreams but that's a rare exception that even then may not work unless in very specific situations. The point is the whole conceit of relating his quirk manifesting and his dream is nonsensical.Backstory:
Enton was born to his dad, a comedian and his mom, a hero. He grew up watching documentaries with his older cousin because his parents were usually busy, his favorites being ones about dinosaurs. He was glad when he discovered his quirk, due to it being tied with his favorite thing. He realized that he was blessed with the quirk after a strange dream where {S}, and has vowed to someone in his dream that he would become a hero and protect people. He sometimes visits the person in his dreams. In his quest to fulfill his promise, he applied to join Peace Sign Academia. The rest is yet to come.
I mentioned this last time, but you need to add the actual contents of the belt here. And by actual I mean a concrete list, not just their vague denomination like "basics for stealth"Has a utility belt that contains some basics for stealth, and some armored plates with spikes to do some additional damage or protection when not using his quirk.
This line is nonsensical. I get that in a sense it feels real, because real people often tease people even if they are not actively looking to upset or irritate people normally, but at least in the way you phrased it, it seems like the character goes out of his way to not be a bother to others... which makes it completely upside down for him to be the kind of person who'd tease someone else.and tries his best to not upset them or irritate them intentionally(Unless its for funny or playful reasons).

You keep piling more and more effects on it, and while at first it was kind of just an augmentation thing it's quickly turning into an arsenal of abilities. It's already pretty obvious you're gonna have to cut some out, but it's also begginign to seem like you also have no idea what this is actually suppose to be, besides the aforemention venom rip-off. Some powers will just not suit every explanation, no pun intended, so at this point I really need this answered.Kuba when not being able to defeat his opponents in his normal physical form, transforms into his venomous suit.
This is one that I am almost 100% sure it's gonna get rejected after your explanation. Manipulation in general is overpowered, but that add that's it's just one effect, that the word "somehow" is somehow in your description suggesting you stuffed this in there without thinking about it, and the strange idea that this manipulation is so ultra-specific without any actual reason for it and you get an ability that sticks like a sore thumb and probably hurts just as much to keep.Once in contact with his target he can manipulate the black blob to somehow subdue, temporarily blind, or slow down his opponents

The quirk is a transformation type that turns his entire body into a black liquid goo. Basically think of him like being that Evil villain blob from the first episodes of Hero Academia. If you remember he also was a goo like monster with sharp teeth and able to manipulate his body. So I kinda got the idea that my character can be like that but maintain a Human like form, but his entire body has become a literal goo component. Also he was separated into two bottles when captured by all might so he most likely was able to manipulate his body separately when he got out.I mentioned this last time, but you need to add the actual contents of the belt here. I have to refresh on a couple things aout yoru backstory and we'll go back to concrete limtis once we fix your quirk's conceptual problems, but focus on dealing on these problems for now.
There is an important difference you're forgetting. That man's quirk was gaining the properties of a liquid. His power were restricted to those implied by that. Your goo must be something more than just being a goo or NONE of your powers make sense.
