Name: Rafael Riviera (codenamed "Vigilante" by the Soul Society)

History/Appearance/Personality: Rafael Riviera was a New York surgeon who died in 1985 from a self-inflicted lethal overdose of anesthetic from the hospital he worked at. His obituary, published in a local newspaper, claimed that Rafael was suffering from a bout of severe depression over a botched surgery resulting in the death of the patient, along with a subsequent medical malpractice lawsuit. As a Plus, he immediately regretted his decision when he found himself chased by rampaging hellbeasts, but thankfully managed to hide every time. For two years.
The only reason he didn't survive longer was because his Chain of Fate broke on the eve of Valentine's Day, 1987. He found himself transformed into an unnaturally thin, six-foot-three purple-skinned humanoid. A smooth mask was permanently attached to his face, and his face underneath was dominated by a large yellow eye running down the middle of his face, rotated 90 degrees. He found his mind besieged by a burning, omnipresent hunger for both humans and other creatures like himself. However, even with his memories largely gone, and his body twisted into something inhuman, his personality remained. He didn't want to kill or harm others. He hated the very idea of it.
But his invisibility to mortals put him in a prime position to see the evils of humanity. He managed to go a month without eating his first meal, and he ended his streak by when he walked by an alleyway in the Bronx and heard a woman's scream. Entering the alleyway, he heard a gunshot. When he ran to the end of the dark alley, he saw a man wearing gloves and a ski mask holstering a gun, dusting off his hands and waltzing towards him, completely unaware of the monster right in front of him. Rafael immediately killed the man and devoured his Plus, sating his hunger for the first time. That was when Rafael realized he could still benefit the World of the Living by killing criminals he caught in the act. Mafia enforcers, bank robbers, murderers, rapists...all of them fell at his hand.
When the Soul Society caught wind of a new Hollow who was exclusively targeting criminals, they gave Rafael the name "Vigilante" and sent out an order for his immediate purification. But Rafael had a useful ability: Teleportation and portal-based combat. With the ability to instantly send himself to anywhere in the planet, he's managed to evade purification for over 30 years now, and has continued killing the scum of the earth to this day, all without harming a single Shinigami.
Over the course of his career, he's picked up significant amounts of knowledge about the afterlife...and is horrified and disgusted by it. He views the Shinigami as incompetent buffoons who not only can't take care of the World of the Living but also can't care for the people they send to the afterlife. For a time, he wanted to get into Rukongai himself...until he heard about the massive inequalities and the military dictatorship the "saved" souls lived with, and immediately broke down crying as his dream was shattered. He actively avoids purification because he views reincarnation as cessation of existence. He also hates Hollows an equal amount, due to the fact that they let their hunger rule them and not the other way around, only caring for power increases at the expense of everyone around them. Overall, Rafael is an ordinary man forced into an extraordinarily awful situation, and has found himself trying to help his fellow humans the only way a Hollow knows how: violence. Recently, he's found himself in a small town in Japan, and will soon get involved in something much bigger than himself...
Powers/Abilities:
--> Portal creation: Rafael can create portals to anywhere in the world for himself and others, bypassing the need to go to Hueco Mundo using a Garganta in order to go to the World of the Living. Theoretically, he could open up a Senkaimon, but it would take more reiatsu than he has, and he doesn't know how to do it yet anyway.
--> Teleportation: Effectively works like Flash Step, but it can work over vast distances. He can travel to other countries this way, and cross oceans in an instant.
--> Portal Bullet: Rafael shoots a volley of small portals at his enemy, each the size of a marble. Due to the portal being smaller than the thing it transports, it can penetrate literally anything by transporting what they touch away from the person or object impacted, leaving a perfectly-round hole in its wake.
--> Portal Blade: A variable-length blade projected from Rafael's wrist that works on the same principles as the Portal Bullet.
--> Sniper Portal: Rafael opens his palm, focuses intently, and launches a perfectly cylindrical portal at the foe that can extend over several hundred meters to stab them from long range.
--> Portal Shield: Rafael opens up a portal to transport an incoming attack away from him. He can heft it on his arm like an actual shield, or simply use it as a barrier by having it float in the air.

The shield itself doesn't have to be '1 use' or anything it can be used as much as needed (well obvious limits on the user
