FYI, Roland doesn't even know that Marcus let Silver get away on purpose. He didn't even realize when Marcus left him while he was healing. After the fact, he assumes Marcus was only trying to bring Daniel back to his senses. He does not blame him for Silver's escape, thinking it couldn't be helped under the circumstances, but he is angry with Marcus for taking such a foolish risk as confronting a shifted werewolf when it could have easily killed him.
Arryn wasn't paying attention to anything but Raijin, so he doesn't even realize what went on between Marcus, Daniel, and Silver.
So, I guess the only one who really knows why Marcus did what he did is Daniel.
