FACTIONS
Government - Exousia --
The Baltimore area is the second highest guarded area in the country, next to Washington D.C., because of its proximity to the White House. Exousia is comprised of highly trained military officials, and are pretty much all just normal humans. The basis of their job is to find any and all Evolved Humans (Evos) and tag* them if they haven’t been already. They also find any hostile Evos and take them down before Primatech can get to them. Often times they will team up with Primatech to find them, but will take them into custody, as it’s their jurisdiction.
Peaceful Evos don’t have to fear this government branch, though they should probably be wary of not getting in their way. They have been trained to take down any Evo they find if they need to. They’ve learned several tactics for several different powers. There aren’t a lot of surprises left for these men and women.
If you were to compare them to the other government agencies, they would be above the FBI, but below the CIA. The CIA holds knowledge that not even Exousia knows, though Exousia does their job perfectly fine without that knowledge, and the CIA rarely interferes with Exousia work.
They don’t really have a specified leader. Only a captain, whose answers to several people, who answer to several more people, who answer to one man, who listens to several more people. The captain, for now, will remain nameless.
Exousia also deals with executions**, but these will be few and far between.
What do you need to work in Exousia? Military background - Army, Marines, Navy, etc. You need to pass a strict physical and mental exam. There's also a sparring course you take for a week to buffer your skills before they're tested. Then you fight those that are already in Exousia. You only get in if you do well. Then, you are put through a 3 month training course, with the last month being on the job. It's pass or fail. So getting into Exousia is pretty intense, but it doesn't come without its perks.
Primatech --
Primatech is a very important company tasked with several jobs. Their most important job is making sure dangerous and potentially dangerous Evos stay contained. An Evo that spontaneously combusts into fire is a danger to people around them, and must be kept on lockdown***. An Evo that has committed a dangerous act or a crime must also be kept on lockdown, as they cannot be held in a regular jail or prison. They are also tasked with making sure Evos are tagged.
Primatech is a branch of Exousia. They answer to Exousia, but Exousia does not run them directly. Primatech runs itself, they’re just monitored. They work in a system where they are split in half between Evos and normal humans. They live by ‘One of us, one of them’, meaning one human is paired with one Evo. This pairing lasts for as long as they are in Primatech. Both must learn to live with their partner and mold to their way of doing things. Everyone has a different skill set.
One thing people misunderstand about Primatech, is their policy towards normal humans and Evos. Primatech lives to make Evo lives better, as well as keeping the normal humans safe.
How do you get into Primatech? It's quite a bit easier than Exousia. For Evos, all you need to do is pass a physical exam, a basic combat exam, get tagged, show control over your powers, and pass a psychological evaluation. For a normal human, you need to have some type of military background (it doesn't have to be as impressive as it is for Exousia. Being in your high school ROTC for all 4 years would work), pass a physical and mental exam, pass a tougher combat test, and show initiative when being teamed with an Evo.
Guro --
Guro lives to make sure Evos are as safe as possible. Many in Guro believe that the tags inserted into Evos are designed to track and one day kill whoever has one. They could be labeled as the ‘Freedom Fighters’ or the ‘Vigilantes’ of the Evos, but they are often perceived as thugs and Evos who abuse their powers. It’s not uncommon for Evos in Guro to end up in a cell within Primatech’s walls.
Guro is privately funded by Rhoda Alverton, a very smart woman who used to be in the military. She owns several businesses and invests in the stock market. She’s a multimillionaire that appears in many places. And though she runs Guro, Exousia and Primatech are unaware of her Evo status. She doesn’t have a tag, and she keeps on the underside of all information so no one suspects her. If she needs to use her power, she relies on her military background as a cover.
There are several hidden rooms below Guro’s mansion (The Baltimore Mansion, a very popular mansion in the city) where they hide Evos who need to get hide from Exousia or Primatech.
How do you join Guro? It's even more simple. All you need to do is show interest in helping out your fellow Evos. You can't have any criminal background, and you can't show any hatred towards humans. A lot of the time those that become part of Guro are recruited by someone already in the inside. An Evo rarely knows the whereabouts of the mansion unless they had been hidden there, but those that are hidden are usually blinded first so they don't know where they are going.
*Tagging means putting a device in their skin that, when scanned, tells whoever is scanning them that they are an Evo. The tag is put in the neck, an inch below the jugular. Normal humans would not have this tag, and so all Evos are considered normal until they are tagged.
**Executions happen privately - they only happen publicly if they have to (as in Exousia is in a situation where they need to kill on sight), or if the one they are executing has taken many, many lives. Like in a terrorist situation.
***Lockdown is for dangerous Evos. They are put into a 15x15 cell with a bed, sink, toilet, and bench. 3 of the 4 walls are solid cement and the 4th wall is a bulletproof glass for observation. If needed, powers will be shut off in certain cells. Otherwise the Evo has free use of their powers. Exousia also has a lockdown area below City Hall, but it’s designed for criminals as only a temporary storage space until they execute them.
