Letting him invest basically means he gets to put German businesses in the Balkans which works out for you because you get an increase in jobs but he can also pay basically nothing for balkan labor and still profits from his businesses in your country. German investment helps both of us I can't affect trade as that's the private sector. I can encourage German investment in the region which would create jobs, improve infrastructure and improve the government revenue. This would help me as your economy improves so will mine and investors will make profit
