I would totally be down for two. Mixed Exalted games, while tough to balance the inherent conflicts, make for tons of fun and diversity in gameplay. Plus, interparty conflict is always fun in itself. The first option sounds pretty good as well though, though my lack of knowledge of Infernals...

I can see Furious Whisper as being one of Illuminated Shadow's agents, all he needs is a ring and the secret phrases. He probably would be unaware that Yingko and Shadow are one and the same though.

I also think Golden Exhalation Form is just mechanically better, aside from those three Righteous Devil charms, replicating a few of the latter's charms, but better, or just being overall more useful, especially the form charm.
