Hes from the Lupin the third franchise. Its really popular in Japan, its been going on since like the 60's but its not so popular in the west, aside from Italy. Its most likely not him but it be really cool if it was (i'm a massive fan of Lupin the third). I'm guessing it might be a character from Samurai Champloo or Samurai Jack lol. Also, if it was "Caped Baldy" dont you think it be pretty obvious, or all these choices obvious (guess they would have to be...)
