Like the title says. I know its been like that since 1E and that 10 of those points go to specific abilites. But what makes them "better" than other Exalted ability-wise? If it simply their upbringing what about someone who was born and raised in one of the great houses and ended up exalting as a celestial exalted? If this topic has been discussed before please post a link to that thread. If not kindly give your opinion on it. I'm not really against it but I find it kinda odd that they get more ability points than any other exalt (even other terrestrial exalts).

Dynasts have also been trained for 11 years to gain those extra ten dots.
some have house ruled it that if say, a solar who grew up like a dynast might, somehow going through all the schooling that they gain the additonal ten dots too. But it's stated in the DB book that rarely un-exalted students go through all of secondary school.

Yeah, they start schooling at basically Year 1 of their life, and the last 5 years ( Secondary school ) are extremely hard training. They actually dont have 10 dots that go into special things, they have at least 12-13 ( since in the new DB book, it has certain requirements if you go to secondary school, like, if you went to House of Bells, you need presence and war at 3, which means that 16 of your 35 dots are decided, etc.

He's not only forced to learn them, once learned, he is forced to repeat them. At every party, gathering, gala and event, they are expected to play gateway, recite poetry, shoot bows, ride, talk about wine, analyze the political situation. Otherwise, they make mommy and daddy disappointed, and you don't want that.

The way I read it, as children before Exaltation, they are put thru some very intense training and education. Â Lots of pressure to do well by their powerful parents, "Thats nice, but let me tell you about MY son and how well he is doing..."
The Empire has the resources to fund better schools. Â Schools that will teach the 'approved' curriculum. Â It is important for a young Dynast to know which fork to use with his appitizer (social skills). Â Yada yada.

A Partician born outcaste gets 30 ability points.
If you WANT (though I WOULDNT reccomend this)
you as a ST can give mortals or other exalted with such backgrounds, such extras... but only in a game where all would be such... like for example, a old realm game
in short its a cultural thing for the dynasty, not a benefit of terrestial exaltion , the siderals ALSO get extra ability dots... though for rather different reasons.

Given the original intent of the question, the solution posed by Starhawk is the most logical:
Dynasts get great training up to the age of 15-18, where they'd have the same ability dots as a starting Solar. If they exalt as terrestrials, they can attend a secondary school and gain the extra 10 through rigorous training and having those skills shoved down their throats.
If they don't exalt as terrestrials or exalt as celestials, they're unlikely to attend one of those schools without cunning trickery (as part of a background), and that trickery can buy those dots with freebies.

From what I've read in the DB book, secondary school is 7 years.
Primary school is 7 years, and they enter at roughly 7 years old.
Making most, if not all, secondary school graduates 21 yrs old.

they get shipped off to boarding school at 9.
they then enter primary school, for 6 years.
Then they go to Secondary school for 6 years.
