Love is power... and it comes with a price.
People have vessels inside them called "hearts." Inside those vessels are spirits, though others call them "emotions." The emotions are the ones responsible for what their person feels. Extreme feelings, unnoticeable feelings, you name it. But what's special about these so-called emotions is that they can possess another person besides their original one, and once they possess someone else, the entire emotion is transferred to that target. But there's a catch. Emotions carry special prowess, and they can pass it on to another mortal being. As long as the emotion stays alive, the power will continue to be usable by the being.
Emotions can also fuse with each other, but only of the same kind. If, for example, two joyful spirits are present, they will combine with each other and strengthen the original ability.
What other don't know is that emotions can die. If an emotion is ignored repeatedly by their master, it will slowly fade out, until it finds someone within its reach who is willing to take it. Once it moves on, the master will not me able to feel it anymore. Or, an emotion can live its life fully and die with its owner.
But nowadays, emotion play is at work. A mastermind has powerful emotions, and he toys with people's feelings, and is what people would call a Heart Breaker. Almost every emotion is present in a relationship empowered by Love. With its powers, the genius had made several emotional ties with other mortals, all because of one particular emotion: Greed. It can corrupt one's morals, and ruin many lives with just a seemingly harmless action. It fuels desires and fogs up an individual's mind, and it's the state where emotions are most likely to go extinct.
You may think that he could just go rot and die, but everyone is connected to each other. If someone feels pain, surrounding people will feel drawn to the individual and will sense different portions of the pain, without knowing how or why. Greed also amplifies these feelings, unfortunately. It is a double-edged sword, and the Casanova knows of this well.
Certain conquests of this heart breaker have began to feel their detachment from him. Some yearn to feel loved again and try to get his attention, others are suspicious but want proof first. None of them know that each of them is in a relationship with the same person, but they are soon going to find out, whether their goal is to make him feel what they felt as a taste of his own medicine, or to show him what real love is.

Okay, wow. I swear this was just supposed to be in my head after watching a bunch of harem anime, but I don't know what happened. Let me just say sorry first though, for not being able to find other synonyms of person and the use of pronouns probably confused you, as it did with me. Here's a simplified version:
Emotions can give people powers to their master (original person) but if they are ignored, they will move to someone else who is willing to take them, thus inheriting the power.

- John is the master. Happiness gives him the power of laser vision. Lately, he's been feeling depressed after a life-changing incident and Happiness began to feel left out. This continued to go on for a few weeks before he went on a walk. He met someone named Bob who wanted to feel happy after his ice cream melted. Happiness then moves to Bob, who gains the ironic laser vision power while John loses it.
Emotions can fuse and strengthen the existing ability.

- Happiness gave Bob laser vision. He is not satisfied. He passes by a person named Jessie, who was pissed at her boss for firing him. Her anger was so powerful due to the fact that she wasn't the one who smashed the boss' coffee mug so Happiness moved to Bob. His laser vision used to be able to melt only ice cream, now it can melt glass. It's like 1 x 2, sort of.
Mr./Ms. Heart Breaker can be a male or female and his/her emotions are powerful, and Greed itself is the motivation to toy with others' emotions. People can feel each other's emotions even if they are complete strangers.

Bob is so happy because he finally had a Superman costume for Halloween. He started skipping down the street. Jack suddenly felt like skipping along with Bob so he did. Rose was too happy to wonder why the hell her boyfriend was following the other guy.
Heart Breaker grinned at Jessica. He flipped his hair and made a pick up line. She was attractive, so why not? Jessica felt flattered and winked at him. Heart Breaker felt her feelings and then took her home. Fading to black...
Welp... I'm just going to go ahead and say, "Hit me!" with your questions. While I wait, I also want to let you guys know that Mr./Ms. Heart Breaker should be someone who is familiar with the boundaries and areas of odd but awesome powers and just plain out god modding. Oh, and I think I'm going to need someone who'll be (like) a co-GM, or whatever you call a person who'll run the role play when the one who made it is offline.
