So is there a clear direction and end to the story or is this more of a sandbox type rp?

We GMs will control at least 10 NPC characters that will help you, players, to trigger some plot points and then eventually reach the ending (That might change depending on your choices)! So... a hybrid? You can wander around the city and do something seemingly unrelated to the plotline, but your action will affect something in the RP. Whether it's your character relationship to someone, or maybe even the story.
