Honestly, Skyrim feeling as barren as it does could have very well been a hardware issue. For its time it was groundbreaking and an incredibly visually attractive game, but by today's standards there is a lot missing.

Skyrim's lackluster features can be somewhat expanded on PC with mods. Even then, the game's engine has a breaking point and some mods just don't work properly or conflict with others. You could mod Skyrim into something else and some issues will always be there because the game's core is rotten with Bethesda's careless efforts in game development. The developers did slip some features into the game that made it better (ex: the headless horseman and the butterflies), but Bethesda rules over them with an iron fist.
