Help Unable to crop profile picture?

So I tried switching avatars earlier but for some reason I can't crop? I thought it was just the image I was using but every time I switched avatars, they all came up their original size and I tried the whole 'drag image to crop' thing and nothing happens. Am I doing it wrong or does the fact that I'm using my smart phone have anything to do with it?

If anyone can help, I'd be very grateful. Thanks!

More than likely it may be that you are trying this on a smart phone. I always have issues with changing avatars as well whenever I do it on my phone. I usually just change the image I want then later fix it to how I want on my laptop. Although it may just be us that have this issue as well. Don't know.
