Yes, Morocco is the only base for Resistance. They have safehouses in some other countries (in places plot convenient). Safehouses are just homes or small businesses of people sympathetic to otherworldlies, where they will allow safe harbor for them for a night or two.

If you ever forget just think lore logic; resistance is a poorly-funded, terrorist-branded group of a bunch of individuals wanting (violent?) justice. Their only base is just a partially underground abandoned town, they don't have the resources for anything other than that (though a goal for Resistance is to find a more permanent base).

Because I have Utopian characters in Utopia, (six), Resistance characters in Ciudad Nezahualcoyotl, Mexico, (two), a Taskforce character in Chicago, (one), and three unaffiliated characters: an assassin in Norway, a cafe worker in Greece, and a runaway in North America.

You can join with pretty much anyone you want. Or anywhere you want. You could have him arrive near utopia since it’s peaceful if you want. But you can pretty much show up anywhere and join in
