In point of fact, it was either everyone's fault... or no one's.
Regardless of who said what, it's all over, and the only ones left are the few straggling survivors.
The war killed a third.
The virus: A third of who remained.
The solar storm: a half of the survivors
after that, no one cared to record anymore how many of the dead there were....
or maybe there were just too many dead.
Small groups would band together to survive... they would fight the other groups, until either one group surrendered
or both groups were annihilated.
now, the United States exist only as a memory...
California is divided into four main groups.
The Californian Federation
This group is the most organized, and was formed by soldiers and law enforcement. It maintains southern California, from the San Joaquin to Baja California, and is the only place left that anywhere near resembles the world remembered by the oldest members.
Childeren go to school.. they no longer learn history... no longer try to learn the same things even. Childeren are divided into groups, some being taught math and physics, so they can be engineers. Some are taught agriculture and meteorology, to be farmers. Some are taught leadership skills and are trained with weapons, to be soldiers and police.
The Californian Federation is an economically Communist state, where all citizens are given equal rights. rations are split first into age groups, giving rations first and largest to seniors and children under 20 or over 60, then intermidiate rations given second to those between 20 and 60.
The Californian Federation is a politically Democratic state, and the government is divided into three categories, "Justice", "Law", and "Enforcement" mirroring the old United States governmental status. The President is elected democratically every 6 months, and the votes are collected through census in the mail system.
The Californian Federation has a population of 42,000, which may seem like a large number to some, however, it pales into comparison with the hundreds of millions of American Citizens before.

President: You were just elected, at first you were excited, however, even a week into your term, you have felt the stress of the nation... your character sheet MUST reflect this)
General: You were a soldier in the war on terror. You served two tours, one in Afghanistan, the other in Iraq. You were a Marine at the time, however, with little threat from any of the neighboring tribes as they have little to no weapons and no ships or planes, you focus now on land battles. Your character sheet MUST reflect a warlike demeanor
Soldier (5 slots open for this position): After being trained for the short 20 years of your life, you are prepared for any assault you may face. You are armed with an AK47u as your primary weapon and a 1970 Beretta Model 93R pistol. You are literally itching for a battle with one of the neighboring groups... your character sheet MUST reflect this
Citizen (5 slots open, a mother, a father, three children, they are a family): After the chaos, your family stuck through... well... most of you. You lost a member early on, to the plague. Your family, scarred and broken by the things you've seen, never mentions him, though you all think of the poor boy.... (if you're accepted as one of these roles, and you want to add detail to the lost member, ask me about what you want to add through PM, and I'll say yay or nay.
