That... isn't illegal. He may think it is because it seems wrong, but... Children don't count as... 'people' until they are, well, adults. As such, any crimes they do are paid for by their parents or, in some cases, dismissed as youthful.. you know, playing. The only crime not allowed is the sexual molestation of children..


If anything, his father using such extreme measures to turn his 'weak son' into a warrior would be looked upon rather favorably by Ostleim.. they.. are a rather hard people..


Funny enough, if he does return, he could go to jail for breaking the law on this:

• 'All men, and women, in line for a noble title, or holding a noble title, must serve a minimum of eight years in the Ostleim military.'
  

If his father is on the High Council he is a noble which would mean your character is in line for a noble title... Unless he plans on enlisting when he returns to confront his father.


But what he could do, is take the case of why he ran to the High Council (when he is ready) and challenge his father to a duel for his believed transgressions which would be legal and allowed.

Ostleim, itself, wouldn't send anyone after him. He is some run away kid. That is the duty of his father to sort out, not for Ostleim to waste resources on chasing, even if he is on the council. If he deserted duty or something, he would be a criminal, but even then, just be a bounty.


His father is wealthy, so I am sure he can easily hire mercenaries to chase after him.
