I'm a firm believer that those who put effort into their CS should be rewarded. If you make an intricate back story I plan on incorporating "perks" even if your character isn't a bad ass eg. Being a boring menial janitor having the a perk like "unnoticeable" or having an increased knowledge on said area.

I'm utilizing the SPECIAL system from fallout. It's more of a way to have a reasonable measure to figure out if the character would be capable of doing.
You have 40 points with 5 being the average normal human IRL equivalent. 10 being the human Olympic prime. You can increase stats further in game.
Strength-
Your ability to hit hard, carry and other anaerobic activities.
Perception-
The ability of one to see and recognize threats, opportunities and etc. Think street smarts.
Endurance-
Your physical endurance like running. This also extends to all other stat deterioration due to external problems eg. Poisioning and broken limbs.
Charisma-
Your ability to persuade and influence others.
Intellect-
Your character's mental capacity to process, understand and remember.
Agility-
Your character's ability to manover and jump through hoops. Their ability to be stealthy. The overall ability to adapt extended also into ones intellect.
Luck-
Does lady luck smile upon you?
