Is this still accepting? And if it is, can I make my character a sort of a neutral character? He serves both the Queen and her enemies, but he offers his services at a price.

there is really no such thing as neutral. You would for the most part be used by the villain side, since the queen has her guard and little trust or need for outside help but yes you can make a character if you like.
