She was born that way- the color in her mom’s tentacle’s mutated, and so this is where we end up

No, she cannot. But it’s less about the color and more so the effects of the black ink.
Getting touched with a single drop of it (in fact, especially a single drop) will slowly start dissolving your body into a thick, black ash- this includes your tiny respawn spirit, so if you get hit, you’re screwed.
