Start with how he arrived at the briefing and whatnot. It's currently morning. Say how he got there, what he did, etc.

So I think everyone else misunderstood the story... your supers don't remember what happened during the five years. Everything before that, they should remember. Their names, where they lived, all that stuff. The signing up to be a super thing is probably super hazy, but other than that, y'all shouldn't be forgetting your names.

They aren't...? I was planning on have most of my character's memories return overtime.

Nor each other...the original supers should know one another xD but you can just say it was a delayed memory relapse of everything because of the implant's sudden removal.

I think I'd be more interesting to have them be really confused until their memories are forcefully returned when they go to the said place.

I just play it off as Caine is suffering from retrograde amnesia. He literally doesn't remeber anything, but random events jumpstart random memories. It's a matter of finding either the right event or collecting everything over time. I hinted at the fact that the government pretty much conditioned him like a robot and he has a lot of memory blockers in place along with his amnesia
