Your character is a sort of investigator, right? Get creative! Have him infiltrate the mansion somehow. Pretend to be a butler and sneak in past the front gate or say you have a very important letter or something to give to one of the Solbergs. You're in the perfect position to have some fun with it.
The predecessors to the Metropolitan Police in London were formed in the 1830's
They were essentially groups dedicated to policing the city at the time

The wink has me a little confused. This could play out a number of ways. Would you really like Cecilia to fetch Lord Julius or is it a cue for her to act on her more malicious tendencies ? I can work with either scenario. I'm just not all that great with taking hints sometimes.
