Goldenrod City is the largest city in Johto with a population of 17 million people and like all major cities, they have their fair share of crime syndicates. In addition to a police force, there is also an Interpool affiliated monitoring center concealed underneath the city streets. It is run by Delphious, a Kadabra pokéhuman who's looking for new heroes to help him for the work of being an extra defence is becoming quite tiring and he finds that he can't hold back the likes of Team Rocket any longer so he's hiring new heroes to help him.
As far as the syndicates go, Their core mission is to get ahead in the city and make money off of Pokénapping, racketeering and identity theft.
