There are many underground operations orchestrated by the powerful members of the Ghoul community. Cannibalism parties, gangs, gormet gatherings. All well known and generally ignored by those who don't approve, and joined by those who do. Recently in section twelve, however, a certain practice has gained quite a bit of ground. Hell, you'd be hard pressed to find a Ghoul in Tokyo whom hasn't at least been to watch a Duel in the last six months. It has sprung up out of nowhere and hasn't stopped growing in popularity.
Ghouls gather around an underground Colosseum and all witness two Ghouls try their hardest to tear the other apart in the name of glory, money, and as Ghouls are so drawn to; bloodlust. There is a fine amount of betting, official or otherwise, and has become the baseball equivalent of the Ghoul community. For some it's even a family affair. Most fights are not to the death, but those very special grudge matches are highly sanctioned and even closed off to children. It's like boxing, a sport. Entertainment. Shrouded, however, in much more mystery.
Mr. V, the event's orchestrator, is a very shadowed individual. His true identity is unknown, and has very little direct involvement in fights save for viewing from his private box and making the occasional statement in favor of an exceptional fighter or entertaining Duel. As of twelve thirty five yesterday afternoon, however, an event has set not just the Ghoul community but the entire city of Tokyo ablaze.
A broadcast went over every network in the city at once, as follows:
Mr. V's traditional plain white smiling mask greeted Ghoul's and humans alike on the television screen. Humans, obviously, have no idea who this man is. Some Ghouls, however, are immediately interested or confused.
"Hello." He says, in a rather pleasantly and calm voice. "My name is V, it is a pleasure to meet you, to those humans whom do not know who I am already. I am a ghoul." He says this almost as a matter of factly, as if telling someone their sexual orientation comfortably in conversation. "And I have a proposition for you..."
V proceeds to describe an event. A revolutionary tournament. Open to ghouls and humans alike. Those humans specifically being the investigators in possession of Quinque, capable of harming ghouls, but jokingly V says "Unless some of you would like to throw away your lives with your guns and knives, of course." Many begin to wonder if this is some kind of sick joke, or possibly a publicity stunt by the CCG. As if reading their minds, V addresses just such a topic.
"Now some of you may be wondering, 'V, my friend,' because I'd like to think we know each other by now, 'How can you possibly be so public when our very own CCG would surely love to come to your event and kill your entire race?' well, my human and Ghoul companions, I have a man here to tell you."
The camera pans to V's right. In the seat beside him, tied to the chair, is the head of the CCG himself, quaking in his lashings. His mouth is covered by a gag, though he looks rather content with not being able to say anything. He seems to have realized there is nothing he can do about the situation.
"What is that, director? I have many many hostages whom will also die should my tournament be interfered with? And Nuclear launch codes to boot? Wowwwwwwww. I suppose we have no choice. I suppose I should just go ahead and tell everyone how to enter then, shouldn't I? I wish only to bring Ghouls and Humans a little closer together. To enter you need only catch my eye before the end of the week with a video of an exceptionally entertaining fight or ability in combat, and I will contact you accepting your entry. On Sunday at this time, the tournament will begin. All are invited to watch safely at home on this channel, not that you'll have much option in the broadcasting, mind you."
With that the channel cut out, returning to it's usual cartoons or news feeds or what have you. There was a near instant response by the news, but more importantly, the people of Tokyo.

HERE'S THE DEAL KIDDOS!
I just started watching Tokyo ghoul, and I am not quite through it but what really strikes me about the series (and what is my main appeal with most TV shows) is the uniqueness of the lore and characters. I love the underground culture of ghouls, their abilities and feelings. All of these elements will play a part in the story, but it's main focusses will be high action and combat, as well as the mystery and scandal behind the whole event. I am currently involved in a much more detailed and epic RP right now, hence why this one will be a more casual setting. This being said, I'd like you to be rather devoted. I don't want someone to get halfway through the tournament and then have to drop out. Three paragraphs should be about the minimum, as during a fight sometimes even the best roleplayers might only be able to put that out.
Story Elements to think about if you are interested:
Why does your character join the tournament? Are you an investigator hell bent on murdering the disgusting psychopaths whom would join for the sake of bloodlust (not all fights will be to the death, but some for plot convenience. Hopefully no playable characters will want to be killed off.) Or are you a psychopath itching to combat ghouls and draw human blood alike. Perhaps you are simply a ghoul whom wants to test his metal against the best of the best. Or maybe you're just insatiably curious about the motives of Mr. V.
I encourage very unique abilities and powers. Play with the elements of the universe to your hearts content. This being said, please avoid trying to create a special snowflake. I have nothing against one eyed ghoul characters, but they should probably be avoided. Honestly I think a human doctor whom augmented himself with ghoul body parts, or even just the child of a ghoul and a human like the show, would be cool, but keep in mind the more you use those elements the duller they become.
We will not be plunging straight into the tournament, and I plan to keep much of the events very close to myself. I'll divulge and push things towards people as the story requires, but I think it'll be very fun to allow your characters to react very naturally as things unfold. I would like the story to start right after the broadcast with your characters' own reactions, their entries, and then all the things I have planned during the tournament.
I encourage having your characters with already existing connections. Perhaps two friends wish to push each other and support through this event, but all of our characters will form a small group to eventually join an alliance for obvious plot reasons. That is assuming anyone even responds to this! xD
