You guys get it right? The Hounds manifesting her magic as she’s fighting Nox. Her magic is projecting everyone on the ship to see the Tall Ones as take the appearance of their worst fears. Meaning, unless Shades or something is your characters biggest fears together, all the characters will be seeing the Tall Ones as something or someone else.

Annabel's fear is kind of specific, since she is afraid of losing her gang members to the shades and her own people.
The gang members fear would have worked if Annabel was afraid of the shades. However, she isn't afraid of them. Instead, she is having fun shooting them with the fire arrows.
The Ezerisian people fear is also specific, because Annabel is afraid of what they might do to her. For she knows that they wouldn't try to kill her immediately. They would rather torture her first before doing that.
So Tall Ones aren't going to make Annabel afraid for those reasons. ( Annabel already found the truth about her identity, so that isn't going to work. )

The Hound can’t really pull their worst, sub-conscious, mental fears from them obviously, Soris isn’t Azaleas BIGGEST fear, but he is her biggest physical fear. If you can’t think of a way to bring their mental concepts into something physical, then you could always go down on the list I suppose.
For instance, I notice in Angie’s nightmares she’s always fighting that one lion—which is a concept of something else I believe, as an example. The Hound pulls what she perceives to be their greatest fear, so I suppose, to be more specific, she’s manifesting their greats physical fear, or greatest fear in general, and warping the concept into something physical.
