well it is possible in a way, some dragons have been banish because of acts such as helping humans or betraying them or not guarding nest, meaning its possible for a dragon who was exiled for helping a human, find one and care for it but such if discovered that dragon will surely be taken care of. seeing with the tense situation between them, knowing how dragons wish to exterminate humanity, seeing one helping them is not tolerable. Plus humans are the same, having any stolen items or crimes in there bunkers will lead to very harsh punishment.

now that is just ME, you have to wait for the GM :/
