The King of Lost Carcosa
Good afternoon, Agents, and thank you for coming. I am Alex Ramirez, commander of the local JTF. I'm here to give you brief rundown on the situation here in Los Angeles, as well as the threats you might face in your attempts to rebuild the city and its communities.
As you may already know, The Northern Pipeline Incident resulted in the deaths or defection of many of your comrades in The Division. As a result, you have been brought here to assist with further operations in Los Angeles. Now, let us begin.
The JTF has established its home base here in Los Angeles Union Station. This facility has room for beds, a small hospital setup, and administration. It is also centrally located in Downtown, and the train tracks allow for easy dispersal of troops and assets across the city. The railways, as well as our helicopters, have allowed us to establish transport and trade routes across California. As a result, the Base of Operations has become a thriving hub.
You will be using this as your home base from now on. Make sure to familiarize yourself with its facilities and its staff members.

Several major factions vie for control over Los Angeles. Most of them seek to control it for their own ends.
The JTF
This is us. Established by President Waller’s final executive order, we are tasked with defending the city and its people. Consisting of National guard members, First Responders, and volunteers, we can be found in the various settlements as well as here at the Base of Operations attempting to maintain control of the city and its surroundings.
We wear blue and green uniforms and safety vests marked with JTF.
Strategic Homeland Division
This is you guys. The ones with the License to Kill and the ability to know what needs to be done. Division Agents are tasked with restoring continuity of government within the United States and are thus given extrajudicial powers and access to pieces of technology in order to do so.
Division Agents are highly trained and drawn from all walks of life in society and then given special training and examination to confirm
An incident outside of the city lead to the death or defection of most of the First Wave agents in Los Angeles leading to a Second Wave being activated to take control of the situation.
Cerberus Group
A PMC hired by several of the city's wealthier individuals in order to protect their assets. Cerberus Group has since developed into a small military of its own, coming into both conflict and support of JTF operations. It is currently unknown what their motivations are, as they have fortified several areas in the city and seem to be searching for something inside of the city.
Identifiable by their black and dark blue tactical dress with a patch of a three headed dog. Often carrying rifles and sub machine guns.
The Purified
A violent apocalyptic cult lead by a megachurch pastor in the region. They believe in Baptism By Fire and the coming end of the world. Members have declared the JTF and Division agents to be Agents of the Beast. Those who don't accept baptism are often forcibly converted through fire.
They are often seen wielding flamethrowers, assault rifles, and a bandolier of Molotov cocktails and dress in white robes with yellow safety vests.
Will often fight to the death.
The Vultures
An organized group based out of Downtown, the Vultures are nihilists who believe in anarchy and hedonism. Taking advantage of the Green Poison to pillage, party, and destroy, they terrorize the surviving communities and JTF forces in order to steal resources. Lead by a mysterious figure who wears a gas mask, they are always seen in their purple and red clothes.
Wear bright clothes, most often purple and red.
Marauders
The name for the various disparate factions of raiders and combatants who live in the city. Mostly focused on taking what they can and living in the moment. These are agents of chaos not associated with any of the larger factions.
Carries any weapon they can find, wear disparate pieces of clothing.
The Unknown Faction
We don't have much information on them, except we know they possibly originate from further north. They seek to control both the railways as well as the water and oil pipelines into Los Angeles. They were the ones responsible for the incident which took out the vast majority of Division Agents in Los Angeles a few weeks ago.
As we gather more information on the various regions, this will be updated with more information of factions encountered.
The city is divided into several districts for ease of organization, based on former administrative districts and towns of the city itself.
Downtown
This is where we are now, Downtown Los Angeles. This is perhaps where the fiercest fighting and ravages of the Green Poison were felt. This is also where the majority of our forces are stationed. Downtown is now a warzone between the various factions that seek to control Los Angeles. The skyscrapers have become mass graves for the dead bodies, and the streets are now kill zones of factions littered with cars. However, it is also where the majority of operations will occur due to the sheer number of assets on the ground in this area.
Santa Monica
The once pristine, sandy beaches of Santa Monica are now stained with blood and bullet marks. A group took over the pier for a period of time, but we've heard nothing from them for over a month.
Cerberus also has a presence here, maintaining a presence around the tech companies on Silicon Beach and in the nearby universities.
Port of Los Angeles
A large evacuation center, especially around the Cruise Port. This area was fortified by the JTF before we were forced to pull out. Large stockpiles of resources remain here, but unfortunately, so have various groups seeking to take advantage of the resources.
A community known as Harbor has built up amongst a collection of shipping containers and boats still left at the port and seems to be doing well for themselves.
Beverly Hills and Bel-Air
The regions were the most affluent lived. Now taken over by opportunists and marauders. They have turned the mansions into their playgrounds, living in abandoned manors and treating the district like a never ending party.
Cerberus also has a presence here, fulfilling their original mandate by patrolling the streets and getting into conflicts with the others in the district.
However, some affluent citizens still live in this district, holed up in their mansions. We don't know how many are left, but we do get occasional radio communications from them requesting supplies or even evacuation.
Hollywood
Most of Hollywood Boulevard is a security hub locked down by Cerberus Security who run a tight ship with prison-like quarantines, medical checks, and checkpoints at various points along the road. The famous Chinese Theater has also been turned into a command center for the organization, and the Roosevelt Hotel into barracks.
A few of the movie studios are home to civilians, marauders, Cerberus, and JTF personnel who have built up defenses and fortifications.
Other Areas
Griffith Park, much like Central in New York, became a mass burial site, and although the observatory and zoo are still areas of interest, most of the park has been abandoned.
Occasionally we may ask you to leave the city in order to fulfill a mission outside of it. This may include going to Silicon Valley to gather some technology to San Diego to look for military equipment. During these expeditions, transportation will be provided along with supplies.
