So, Valsen first creates Zenaida and Azrael. Then he starts to form the planet. You have your typical stuff like he made the humans and the animals and shtick.

We could have Valsen create the Dragons shortly after?

I'm thinking my goddess will be more of a supporter as well - she'd be quite insistent, though, that whoever she assists in seizing the throne be beneficial to her in some way. A sort of 'I help you, you help me' mutually beneficial relationship.
By the way (not sure if this has been answered beforehand), around what period do you think this takes place in? Is this a more fantasy, medieval society that the gods rule over or more modern?

Ah, I should have noted this sooner. It's set in a more medieval fantasy type of era.

The explanation that I've come up with is that the Dragon Gods are the second generation of gods. Zenaida and Azrael came first as they're the gods of Life and Death respectively. The dragons came after them. Only a few of the Pantheon are Dragon Gods

The gods are much higher than humans. They can choose to take any form they want but they usually take the form of humans. The Pantheon is worshipped in temples around the world and there are specific temples for specific gods.
